Why existing measures are no longer enough

Over the past two decades, organisations have invested heavily in understanding the human side of performance:

  • Employee engagement surveys have become a standard component of organisational management.

  • Wellbeing initiatives have expanded rapidly, whilst burnout has become an increasingly important measure of organisational health.

  • Productivity dashboards provide continuous visibility into operational outputs, enabling leaders to monitor efficiency, utilisation and business performance.

These measures have undoubtedly improved organisational decision-making. The challenge is that they were never designed to answer a fundamentally different question that has emerged as work has become increasingly cognitive in nature.

Are people cognitively positioned to perform at their best?

Let's address some of them, each at a time.

Employee Engagement Surveys

Employee engagement provides an important indication of how people feel about their work. Focused primarily on extrinsic motivators, it tells us whether employees are motivated, committed and connected to the organisation. It is an important measure of organisational culture and employee experience. However, engagement says relatively little about the cognitive conditions under which people are working:

  • Highly engaged employees may still experience excessive cognitive demand, chronic decision fatigue and declining mental energy. They may remain deeply committed to their work, whilst expending increasing amounts of mental effort simply to maintain performance.

  • Equally, low engagement does not necessarily indicate insufficient or excessive workload. It may reflect insufficient challenge, repetitive work or a lack of opportunities to learn and develop.

Finally, let's be honest, measuring engagement has had little tangible effect on actual engagement levels.

Engagement therefore represents an important part of the organisational picture, but it cannot, on its own, explain whether cognitive performance is sustainable.

Burnout Assessments

Burnout assessments present a similar challenge. Burnout has rightly become a major focus for organisations seeking to improve employee wellbeing. Most validated burnout instruments assess emotional exhaustion, depersonalisation and reduced professional efficacy. These measures provide valuable insight into the psychological consequences of prolonged strain and have significantly advanced our understanding of workplace wellbeing.

However, burnout is fundamentally a measure of consequence rather than cause.

By the time burnout becomes measurable, cognitive performance has often been deteriorating for weeks, months even. Cognitive fatigue may already be affecting attention, decision-making and judgement. Stress may have become chronic. Errors may already be increasing and learning capacity declining.

From an organisational perspective, burnout is therefore a relatively late signal within a much longer process of cognitive imbalance.

Productivity Measures

Traditional productivity measures present a different, but equally important limitation. Measures such as hours worked, tasks completed, revenue generated, or cases processed remain essential indicators of organisational performance as they demonstrate what has been achieved. They provide a clear view of outputs and operational effectiveness.

What they do not reveal is the cognitive cost required to produce those outcomes. Two teams may produce identical levels of productivity whilst operating under entirely different cognitive conditions:

  • One team may be performing sustainably, with appropriate levels of cognitive demand, healthy cognitive effort, high clarity and sufficient cognitive energy to continue performing effectively over time.

  • Another may achieve the same outputs through sustained cognitive effort, declining energy, increasing stress and progressively greater cognitive fatigue.

Traditional productivity measures regard these situations as equivalent because the outputs appear identical, but from a cognitive perspective, they are fundamentally different:

  • One represents sustainable performance

  • The other represents performance achieved at the expense of health and performance

This distinction becomes increasingly important as work becomes more knowledge-intensive and organisations depend more heavily on judgement, creativity, learning and complex decision-making.

Understanding what people produce is no longer sufficient. Organisations also need to understand the cognitive conditions under which those results are produced, and the value and impact delivered.

These questions have been explored extensively within cognitive science which can be applied directly into organisational settings, yet surprisingly very little of this has been done to date, especially in traditional office and knowledge work environments. We will explore two here.

Cognitive Load Theory

Cognitive Load Theory transformed educational psychology by distinguishing between intrinsic, extraneous and germane cognitive load. Its contribution has been significant because it demonstrated that learning depends, not only on the complexity of information itself, but also on how information is presented and how limited cognitive resources are allocated. These principles continue to underpin modern approaches to instructional design and learning.

However, Cognitive Load Theory was developed primarily to understand learning rather than organisational performance. Modern workplaces require a broader perspective that recognises cognitive resources are continuously allocated across problem-solving, collaboration, decision-making, interruptions, competing priorities and increasingly complex digital environments, how to sustain effective cognitive performance throughout an entire working day.

NASA Task Load Index

Similarly, the NASA Task Load Index (NASA-TLX) remains one of the most respected and scientifically validated measures of subjective workload. By assessing dimensions such as mental demand, temporal demand, effort and frustration, NASA-TLX provides an excellent understanding of how demanding a task feels from the perspective of the individual performing it.

Its purpose, however, is to measure workload. It was never intended to determine whether workload is productive, whether challenge is supporting capability development, whether unnecessary complexity is creating avoidable cognitive effort, whether sufficient cognitive energy exists to sustain performance, or whether an individual is operating in a state of growth, performance, overload or underload.

These questions are becoming increasingly important as organisations seek to optimise cognitive performance rather than simply measure workload.
